Keshma City has vendors who will sell you "Bounties" (AKA Kill Quests). You can purchase some basic ones with gold, but the other vendor will require kesh credits (kesh coins).
Once your purchase the Bounty you will need to take it off the ground. They look like scrolls. 
If you right click them once they are in your inventory you can see how far into the quest you are.
Once you are done - place the bounty in the top row of your bag and click them. Dont forget to check the ground for anything that might drop (gems, coins, etc).
Bounties are different then Helpful Guards daily quests. You can do both at the same time!
